About the Campaign
Housing is a human right. RDSA's Tenant Organizing Working Group works in close collaboration with the Richmond Tenants' Union to assist Richmond-area renters in building power against their landlords through tenant unions and associations.
Our current campaign is to petition the city to create Rental Inspection Districts requiring landlords to make your residence safe and livable.

Inspection Petition
Tell Richmond city you want your landlord to follow the law and make necessary repairs and real improvements to where you live. By signing this petition, we will connect you with your neighbors. Together, we can petition the city to create a rental inspection district for your building or neighborhood.
We've seen how taking on your landlord as an individual often results in retaliation, but through anonymous collective action, we can protect individuals seeking remediation!
Why Rental Inspections?
In Nov. 2025, City Council passed an ordinance to allow the City to establish rental inspection districts.
- Units within a rental inspection district must pass an inspection every 4 years.
- We can hold landlords accountable for providing safe, habitable rental housing.
- These inspections can identify problems early on.
- It can prevent retaliation against tenants (compared to our current complaint-based system).
